Four members of the Pipes and Drums stand at attention in front of Lt-Col. Dwight Stephen Kavanagh who is awarding promotions. He is in the process of shaking hands with one of the four, a female piper. The photo is taken in one of the newer building at Victoria Park. The band members are unidentified. From the colours on their glengarries, two appear to be pipers and two are drummers.
Lt-Col. Kavanagh commanded the 2nd Battalion from March 1, 1998 to September 24, 2000.
